Property Market To Gain From RPGT Amendment, Says REHDA

Dec.23, 2009: Datuk Seri Najib Razak announced tonight a reversal of his government’s decision to reintroduce real property gains tax (RPGT) on January 1 for all transactions, amid concerns that it would hit long-standing homeowners and foreign investors.

KUALA LUMPUR, Dec 24 (Bernama) -- The property market will benefit from the real property gains tax (RPGT) amendment announced by the government yesterday, the Real Estate and Housing Developers' Association Malaysia (REHDA) said on Thursday.

Association President Datuk Ng Seing Liong said in a statement the property market would benefit from the amendments as it "has a very significant stimulating effect" on investment in the property sector both by foreign and local investors.

" This can be acknowledged by the fact that the market reacted positively to the RPGT waiver in 2007 where increased sales and enquires were recorded," he said.

The re-imposition of RPGT, effective next year, would now be only applicable on properties disposed within five years of ownership.

In the 2010 Budget tabled in Parliament, Prime Minister Datuk Seri Najib Najib Tun Razak, who is also Finance Minister, announced the re-imposition of the RPGT at five per cent, irrespective of the number of years of a property's acquisition.

The RPGT was waived in 2007 to attract more foreign investments by the then prime minister Tun Abdullah Ahmad Badawi.

" In accordance with the Prime Minister's vision to see stronger growth in the housing industry, these amendments together with the government's liberalisation policy will further stimulate the property sector on a wider scale.

" However, there must be assurance from the government on the consistency of the policy to avoid any misperception on the country's image due to frequent changes in policy," Ng added.

Preparing a home for sale is absolutely key to getting it sold fast and for top dollar. Sellers who take the time to prepare their home will sell much faster than those who just decide that a sign in the yard is best. Where do you start when trying to prepare a home for sale. A good cleaning and painting are the best and cheapest tasks that will bring you the best results in return. Never put your home up for sale before it is ready to show . Remember the old saying you only get one chance to make a "Good First Impression". It has never been more true than when you are selling a house and this is why it is number one on my list to selling a home fast.

Let's review a list of items to address:

Cleaning: Make the beds, keep kitchen clean, hide all the toys, make sure the house is spotless, and make sure all closets are tidy (not stuffed).

Painting: A freshly painted interior and exterior is always a major plus. The interior is very important to have low key neutral colors.

De-Clutter: Always keep the counters in the kitchen clean, remove any extra furniture, remove extra clothes, remove extra pictures on walls, remove extra knick-knacks from shelves, because your goal is to make your home look much larger. I know it sounds like you will need a storage unit but it is well worth the effort.

Lighting: Lighting is very important....you want to make sure all light bulbs work and that when showing your home all lights are on. Your lighting will also make your home appear much larger to a buyer when it is on.

Odors: Odors in a home can be very bad influence on a buyers perception of your home. So if you are a pet owner or like to cook. You are going to want to address the odors in your home and you can get some free ideas on this from a google search. Whatever your odor problem is you must eliminate it and resolve it before showing your house.

Storage Areas: It is also very important to tidy up storage areas as well to look neat and spacious.

Outdoors: Do Not and I repeat DO NOT forget the exterior of your home because this is ultimately the true first impression from a buyer perspective. Try to be objective when comparing the exterior of your home to other homes on your street. You want your home to look just as good or better than the others on the street.

Landscaping: You want to make sure that your plant beds look nice and are free of weeds. Keep your lawn cut and keep bushes and trees trimmed nicely. Make sure any decking or fencing is properly maintained and looks good.

Upgrades: You may consider doing some small upgrades but it is very important to measure the cost vs. the return. In most cases it is not recommended to do to many upgrades if they are in the $1000 plus price range.

The goal of preparing your home for sale is to make it more appealing to potential buyers upon their first visit. Therefore giving you a better chance of selling your house quickly. Remember it is a good idea to start preparing ahead of when you are ready to sell, giving yourself several weeks to prepare. The preparing of your home to sell is a big job but well worth the effort.

Puncak Seri Kelana Condo

Located just off the Jalan Lapangan Terbang on Jalan PJU 1A/46 (the junction where PAWS is located) is a 4-tower block and 1 low rise condominium project by the PuncakDana group.

Comprising of 619 units it was completed in late 2002. There are altogether six (6) designs to choose from namely, Lily, Iris, Orchid, Marigold, Rose and Carnation. Sizes are adequate at about 1000 sq ft on average and 3 bedrooms and 2 baths. The low rise units are the largest at 1252 sq ft and has dual frontage views (pool view & main road).

Access is great too as you could either head towards the infamous tunnel to the LDP or take the Lapangan Terbang road to get to the NKVE, Jalan Batu Tiga (to Glenmarie/Shah Alam) and Federal Highway (to KL city or Subang/Klang).

Seri Kelana is great for small families and young adults as they would appreciate the quieter environment compared to other similar condos in the vicinity.

Asking prices are between RM190,000 to RM240,000 per unit depending renovations and additional parking bay.

SS6 PKNS Apartments

PKNS Apartments is possibly the first residential strata project in Kelana Jaya. It consists of one tower block and four 5-storey walk-up blocks. It was completed around 1984 (according to an owner) and back then Kelana Jaya was quite untapped. The main landmark then was the Giant Supermarket on SS6/3. The LDP was not to happen until about 1999 and opened up the once quiet area to thousands of vehicles a day.

The area is very hot as I sold a 650 sq ft unit late last year very quickly. The very first viewer just snapped it up for RM105,000 for a first floor unit. Rentals for this unit can go as high as RM800 per month, that's a 9.1% return per annum. For the bigger units at the tower block, rentals can go up to RM1,200 if the owner is not picky.

I inspected a 970 sq ft unit with some upgrading (floor tiles, etc) and the owner is selling as they have upgraded. The apartment complex is a "no-frills" abode as you only get cleaning and garbage collection services. It fares well with folks who do not seek condo facilities and pay a minimum service fee monthly. The plus point is it's good location with easy access to the LDP, Federal Highway, etc.

D'Aman Crimson Apartments

Crimson Apartments is a hot favorite among the young working-class adults as the standard 845 sq ft units are priced around the RM160,000 - RM170,000 mark. Some units are even priced lower minus the parking lot. The new owner can easily buy the allocated parking lot from the developer at RM15,000 (last time I checked).

As it is a mixed development you will find two levels of commercial units, retail on Ground Level and offices on First Level. As the complex is also located close to the NKVE, the two blocks (Damai & Kayangan) are almost void of retasil activities. Needless to say the residential units facing the freeway also suffers from lower rental and sale rates. The commercial lots on the Kasih and Harmoni blocks (facing NZX) are fully occupied with shops like mamak restaurant, mini market, snooker center, etc.

Access into the complex is by post paid parking fee of RM1 per day. Visitors then need to speak into the intercom and the security control room will grant access remotely. It is also worth noting that the apartment is monitored by CCTV cameras in the lift lobby and lift car. Being a freehold property it is no wonder it remains a hot selling site despite the traffic congestion during peak hours.
